Visit of the All-Party Delegation from India to Algeria (30 May – 2 June 2025)

An All-Party Parliamentary Delegation from India, led by Hon’ble Member of Parliament Mr. Baijayant Jay Panda, visited Algeria from 30 May-2 June 2025, as part of the Government of India’s diplomatic outreach. The visit underscored India’s principled and uncompromising stance of zero tolerance towards terrorism. 

2. The following was the composition of the delegation :

i) Mr. Baijayant Jay Panda, Hon'ble Member of Parliament, Lok Sabha; former Member of Parliament (Rajya Sabha).

ii) Dr. Nishikant Dubey, Hon’ble Member of Parliament (Rajya Sabha), Chairman, Committee on Communication and Information Technology.

iii) Mrs. S Phangnon Konyak, Hon'ble Member of Parliament (Rajya Sabha), first woman to be elected as Member of Rajya Sabha from Nagaland.

iv) Mrs. Rekha Sharma, Hon'ble Member of Parliament (Rajya Sabha), former National Chairperson of the National Commission for Women.

v) Mr. Asaduddin Owaisi, Hon'ble Member of Parliament (Lok Sabha), President of the All India Majlis-e-Ittehadul Muslimeen.

vi) Mr. Satnam Singh Sandhu, Hon'ble Member of Parliament (Rajya Sabha, Founder Chancellor, Chandigarh University).

vii)Mr. Harsh Vardhan Shringla, Former Foreign Secretary, former Ambassador of India to United States, Bangladesh & Thailand

3. To set the tone for the visit, the delegation visited the Martyrs Memorial and the National Museum of Moudjahid, places of great importance vis-a-vis Algeria’s history. The delegation also visited Basilique Notre-Dame d’Afrique (Basilica of Our Lady of Africa) to light candles in memory of victims of Pahalgam Terrorist Attack.  During the media briefing and interaction organized at the Embassy, the delegation observed a minute of silence in presence of the assembled guests and offered wreath  at a banner of collage of photos of victims of Pahalgam Terrorist Attack. Subsequently, floral tributes were offered at the cemetery of Emir Abdelkader, founder of modern Algerian state and a charismatic personality of Algerian struggle for liberation against French colonialism.

4. In the evening of 31 May, the all-party delegation briefed  Senior officials of Ministry of Foreign Affairs, Algerian media, members of think tanks, a cross- section of Indian diaspora, and friends  of India Algeria. 

5. On 1 June,  the delegation met with H. E. Ms. Selma Bakhta Mansouri, Secretary of State to the Minister of Foreign Affairs, in-charge of African Affairs. The delegation appreciated  Algeria’s shared commitment to strengthen the global fight against terrorism and unequivocal condemnation of terrorism in all its forms and manifestations. 

6. In the afternoon on 1 June, the delegation met with H. E. Mr. Mohamed Khouane, Chairman of the Parliamentary Committee on Foreign Affairs, Cooperation and the  National Community Aboard. Mr. Khouane was accompanied by Mr. Hadji Mokrane, Vice Chairman of the Committee, Dr. Zerfaoui Massoud, Rapporteur and Mr. Abdelkrim Ayed, Member. The all-party delegation appreciated Algeria's unwavering pledge for justice. 

7. In the evening, Mr. Khouane graciously hosted a dinner in honour of the All-Party Parliamentary delegation. A broad range of topics of mutual interest and India’s commitment to combat terrorism were discussed. 

8. The visit of the All-Party Parliamentary Delegation to Algeria was a part of the sustained diplomatic and public outreach to convey the need for strong and determined measures against terrorism.
